Nelly Dupin appointed Secretary-General of Hcéres

Nelly Dupin has been appointed Secretary-General of the French High Council for Evaluation of Research and Higher Education (Hcéres). She began her new role on 19 October 2016, taking over from Laurence Pinson, who was Secretary-General from 2012 to 2016.

After working for several years in the private sector, Nelly Dupin joined the public service and gradually began focusing her work on higher education and research.

From 1985 to 1999, she worked as an Administrative and Sales Manager for the Operations Department at the international bus and coach group Eurolines France. There she helped design and develop coach lines in cooperation with the Ministry of Transport.

In 1999, Nelly Dupin joined the Development Department at Réseau Ferré de France (RFF, now SNCF Réseau) as head of the rail investment administrative support division before being chosen to represent RFF within the S2IF consortium (rail infrastructure information system). She worked for this organisation, which was created jointly by SNCF and RFF, as Administrative and Financial Officer until 2005.

In 2005, she became Deputy Chief of Staff to François Goulard, the former Secretary of State for Transport who went on to become Deputy Minister of Higher Education and Research. In 2007, she joined Hcéres as Deputy Secretary-General.

Nelly Dupin will now manage the Hcéres secretariat. In particular, she will be tasked with overseeing organisational changes under the 2016-2020 Strategic Plan, which includes creating an IT Department, developing HR policy, managing internal quality assurance and financial control and preparing a financial model for Hcéres activities.
