Hcéres Board: role and decisions

Rules and Procedures Oversight

The Board is responsible for ensuring:

  • that evaluations conducted by Hcéres and bodies using procedures that it has approved take into account the national and territorial aspects of higher education and research, particularly under territorial coordination and groupings 
  • that evaluations take into account the relationships between training and research
  • the quality of evaluations performed by other bodies by validating their procedures. It also ensures that these principles are complied with
  • that the selected criteria and evaluation procedures used or validated by Hcéres take into account the diversity of the type and mission of evaluated organisations and training programmes and the diversity of disciplines

The Board defines the framework, objectives, criteria and way in which evaluation procedures should be performed. It also sets the general framework for evaluations, assessments or analyses conducted at the request of government ministers responsible for higher education and research.

Finally, it ensures that Hcéres communicates regularly with institutional stakeholders and bodies involved in various evaluations, in order to continuously improve evaluation criteria and procedures. 

 

Discussion and decision-making body

The Board is responsible for decisions concerning:

  • the evaluation charter, which defines the measures required for ensuring the quality and transparency of evaluation procedures
  • standards for evaluations conducted by Hcéres
  • validation of all evaluation procedures.
  • conditions under which experts are appointed
  • the multi-year programme for evaluations in line with deadlines for multi-year contracts
  • the Hcéres European and international cooperation policy
  • the Government report
  • recruitment, employment and remuneration conditions for contract staff
  • expense reimbursement conditions for missions carried out for Hcéres

 At the proposal of its President, the Board sets:

  • the internal rules of Hcéres
  • internal departmental organisation
  • the appointment of department managers
  • the creation of a local technical committee
  • the members of the scientific steering committee for the Observatory of Science and Technologies
